I searched first - so maybe this is obvious to some...

I would expect some, if not all, states to require special permits for peafowl, as an exotic or wild type animal, or similar to a game bird.

But then again, I personally consider guineas to be "exotic", and believe (maybe incorrectly!) that they are only under the same restrictions as poultry. (eg NPIP, AI, T/P restrictions for interstate)

Where do Peafowl stand?

About the same as Golden pheasants or chickens. They are not regulated by any govt., except maybe a local ordinance.

Usualy special licenses are only required for 'game' type birds. a.k.a. birds that people hunt or that live here in the wild. I think the gov. doesn't want people capturing native populations that could spread disease, or hunting out of season and sayind that they raised the birds.
You shouldn't need any special license for peafowl unless it's a local ordinance.
